# Get on the long list: score selection consultants as influencers

- Page: https://panelhop.com/blog/get-on-the-long-list-score-consultants-as-influencers
- Publisher: Panelhop (https://panelhop.com/)

> **The short answer:** Score each account on fit and each person on role, so consultants never become MQLs. Keep one record per selection consultant, linked to the accounts they advise. Route each selection signal to the account’s named rep the same day with one action: brief the consultant and reach the buying group before the long list closes.

## Why is the long list cut before you know there is a selection?

The long list is cut early because buyers and their consultants start from vendors they already know. The RFI then narrows that list. By the time a rep hears about the project, the order is mostly set.

In 6sense’s 2025 survey, 94% of buyers ranked their preferred vendors before first contact with a seller. ([6sense, 2025](https://6sense.com/science-of-b2b/buyer-experience-report-2025/)) The same survey found 95% bought from their Day-One shortlist. ([6sense, 2025](https://6sense.com/science-of-b2b/buyer-experience-report-2025/))

Consultants sit inside that early choice. More than half of buyers (52%) lean on analysts, consultants or agencies, the most common kind of outside help. ([6sense, 2025](https://6sense.com/science-of-b2b/meet-the-b2b-buying-group/)) Forrester counts 9 external influencers in a typical buying decision, beside 13 internal stakeholders. ([Forrester, 2026](https://www.forrester.com/press-newsroom/forrester-2026-the-state-of-business-buying/))

**Exhibit 1: Analysts, consultants and agencies are the outside help buyers lean on most.**

|---|---|
| Analysts, consultants or agencies | 52% |
| Their investors | 31% |
| Outsourced procurement | 28% |
| A distributor, reseller or integrator | 24% |

A selection consultant’s job is to hand the client a short list they can defend. They put forward vendors they know and can explain. A vendor they have never been briefed on rarely survives the first cut. Long RFPs are a burden for buyers too, and much of the real choice is made earlier, in requirements interviews and the long list.

The same consultants fill marketing’s numbers. They read the guides, join the webinars and pass most title filters, so a lead score built on fit and activity ranks them near the top. Fewer than 1% of leads convert to closed deals. ([Forrester, 2023](https://www.forrester.com/blogs/saying-goodbye-to-mqls-sweet-and-no-sorrow/)) When consultants fill the MQL count, marketing can hit its target while the accounts that could buy go untouched.

## How should lead scoring work when most leads can’t buy?

Lead scoring should score the account on fit and each person on role. Engagement counts only where both pass. A common approach weighs firmographic fit against behaviour for each lead, with fit carrying more weight for enterprise deals. That still scores one person at a time, so it can’t see that a senior, active contact works for a consultancy, a university or a utility too small to buy.

Split the score into 3 parts:

- **Account fit is a gate.** Score it on the account: the right kind of organisation, active and above your deal-size floor. The floor is your annual deal value divided by the most any won customer pays per unit you price on, such as connections, meters, desks or sites. ([Panelhop, 2026](https://panelhop.com/blog/target-account-list-set-the-floor-then-name-the-seats#set-the-floor-from-your-deal-not-from-the-database))
- **Role is a class.** Set one on each contact. A buyer holds a role in the account’s own buying group. An influencer shapes vendor lists for clients: a selection consultant, an integrator or an analyst. No route covers students, job seekers, competitors and suppliers.
- **Engagement counts by role.** Only buyers at accounts that pass the gate count. Engaged means a two-way exchange in the last 90 days: a call, a meeting or a written reply. ([Panelhop, 2026](https://panelhop.com/blog/target-account-list-set-the-floor-then-name-the-seats#set-the-floor-from-your-deal-not-from-the-database)) Downloads and opens move nothing on their own.

Contacts with no route still get the newsletter they asked for. They never reach a rep’s queue or the MQL report.

Qualified accounts replace the MQL count. An account qualifies when it passes the gate and has 3 or more required roles engaged, one of them the budget owner or their direct report. ([Panelhop, 2026](https://panelhop.com/blog/target-account-list-set-the-floor-then-name-the-seats#set-the-floor-from-your-deal-not-from-the-database)) Influencers never count toward the 3. Their activity goes on their own record, and reaches an account as a signal when it points at a client.

Here is the floor at work, as an illustration rather than a benchmark. A vendor sells a $50k annual deal to utilities, and the most any won customer pays is $5 per connection a year. The floor is $50,000 ÷ $5 = 10,000 connections. A water system with 500 connections would have to pay $100 per connection, 20× the most any customer pays, so it fails the gate however keen its general manager is. ([Panelhop, 2026](https://panelhop.com/blog/get-on-the-long-list-score-consultants-as-influencers))

Industry codes don’t sort by size. The EPA counts approximately 50,000 regulated drinking water systems in the US, and an industry filter treats them all alike. ([U.S. Environmental Protection Agency, 2025](https://www.epa.gov/enforcement/national-enforcement-and-compliance-initiative-increasing-compliance-drinking-water))

| Lead (Illustrative) | Account fit | Role | What the score does |
|---|---|---|---|
| A selection consultant downloads 5 guides | Not scored: a consultancy isn’t the buyer | Influencer | No MQL. The download goes on the consultant’s record; a link to a client in selection sends that account’s owner a task |
| A student registers for a webinar | Fails: no buying organisation | No route | No MQL and no task; the newsletter, if they asked for it |
| The general manager of a water system with 500 connections books a demo | Fails: below the 10,000-connection floor | Buyer | No MQL. A same-day reply with self-serve material, and the account logged below the floor |
| The head of IT at a utility above the floor joins a webinar | Passes | Buyer, can veto | No MQL. The account owner gets a task to start a two-way exchange |
| The CFO at the same utility answers the rep’s question | Passes | Buyer, budget owner | Engaged. If 2 other required roles are engaged, the account qualifies |

Run last quarter’s MQLs through the split before you change the target. In an illustration of 400 MQLs, 180 are consultants, 90 are students and 70 sit at accounts below the floor. That leaves 60 buyers at 25 fit accounts, and 9 of those accounts have 3 required roles engaged. ([Panelhop, 2026](https://panelhop.com/blog/get-on-the-long-list-score-consultants-as-influencers))

Marketing then reports 9 qualified accounts and 25 accounts in play instead of 400 MQLs. The 180 consultants move to influencer records, which is where the selection signals come from. ([Panelhop, 2026](https://panelhop.com/blog/get-on-the-long-list-score-consultants-as-influencers))

## How do you get on the long list before the RFI goes out?

You get on the long list by being known to the consultant and the buying group before it closes. That takes a record for each consultant, a short list of selection signals and a same-day route to a named rep.

**Keep one record per consultant.** Treat each selection consultant as an influencer seat that spans the accounts they advise. The record holds their firm and segment and the accounts they are known to advise, each with a source and a date. It also shows your last two-way exchange with them and whether they have your briefing pack.

The links come from public tenders that name or seek a selection adviser and from the consultancy’s case studies. The consultant’s own questions to you add more.

**Watch for selection signals.** Pick 3–5 dated events with a source link that come before an RFI. Good candidates are a published tender for selection consulting and 3 or more related project roles posted within 30 days. ([Panelhop, 2026](https://panelhop.com/blog/route-early-signals-to-a-seat-before-the-shortlist#how-do-you-make-sure-reps-act-on-a-signal-the-same-day)) A new leader in the role that chooses counts too, as does the consultant’s own vendor survey or reference request.

**Route each signal the same working day.** It becomes a task for the account’s named owner, with one action and a due date. While the client is unknown, the task goes to the consultant’s relationship owner. The first human touch is due within 1 working day, and a task nobody has touched after 2 working days goes to the owner’s manager. ([Panelhop, 2026](https://panelhop.com/blog/route-early-signals-to-a-seat-before-the-shortlist#how-do-you-make-sure-reps-act-on-a-signal-the-same-day))

**Fit the action to the signal.** A consultant signal gets a briefing before the long list closes: your track record in the client’s segment, 2 references of the same size, your delivery capacity and your security pack. An account signal gets a buying-group map and a first touch to a role that can veto. Ask the consultant when the list closes and what evidence they need, but don’t ask them to name the client.

- **01. Step 1: Keep one record per consultant** Firm, segment and the accounts they advise, each with a source and a date; your last two-way exchange and whether they have your briefing pack. (Set up once)
- **02. Step 2: Watch 3–5 selection signals** A tender for selection consulting; 3 or more related project roles in 30 days; a new leader in the role that chooses; the consultant’s vendor survey or reference request.
- **03. Step 3: Route it the same working day** A task for the account’s named owner, or the consultant’s relationship owner while the client is unknown, with one action and a due date. (Same day)
- **04. Step 4: Brief the consultant, reach the buying group** Track record in the segment, 2 references of the same size, delivery capacity and the security pack; a first touch to a role that can veto. (Within 1 working day)
- **05. Step 5: Measure each selection** The share of RFIs in your segment where you made the long list, and the share where a required role was engaged before it went out. (Monthly)

**Measure each selection.** Every month, report the share of RFIs in your segment where you made the long list. Beside it, report the share where a required role was engaged before the RFI went out. Review open signal tasks with each owner weekly, oldest first, and drop a signal type that rarely ends with a role engaged in time.

## A consultant’s vendor survey is a buying signal: route it the same day

A consultant’s vendor survey is evidence that a selection is under way, so it goes to the account’s rep the same day with one action. Here is that route at a vendor of energy trading and risk management (ETRM) software, a market where advisers often run the selection.

By Panelhop’s estimate, an ETRM buying group at a mid-size trading firm has 6–12 people, and advisers build the long list in the 1–3 months before the RFP. ([Panelhop, 2026](https://panelhop.com/industries/energy/etrm-ctrm-trade-reporting)) In Panelhop’s model of that group, 5 of 8 roles can veto and the selection adviser is not one of them. ([Panelhop, 2026](https://panelhop.com/industries/energy/etrm-ctrm-trade-reporting)) The adviser can’t stop your deal. They can leave you off the list, because advisers and RFIs cut it on track record and size. ([Panelhop, 2026](https://panelhop.com/industries/energy/etrm-ctrm-trade-reporting))

A worked example, Illustrative: a fictional ETRM vendor tracks 14 selection consultants across its 120 target trading firms. One consultant downloads its requirements template, which the old score would have counted as an MQL. Under the new score, the download updates a record that already links the consultant to 2 target firms. ([Panelhop, 2026](https://panelhop.com/blog/get-on-the-long-list-score-consultants-as-influencers)) The table follows one of them.

| Day (Illustrative) | What happened | What the system did |
|---|---|---|
| 1 | A consultant downloads the vendor’s requirements template | No MQL. The download goes on the consultant’s record, which links them to 2 target firms through a conference talk and a case study |
| 4 | One of those firms posts 3 ETRM project roles | A task for the account executive to map the buying group; IT and architecture, a role that can veto, has no contact yet |
| 8 | The consultant sends a 20-question vendor survey | A same-day task: offer a briefing within 5 working days, send the pack and ask when the long list closes |
| 9 | The account executive replies and books the briefing | First touch within 1 working day |
| 15 | The briefing: the long list closes in about 5 weeks | Engage-by dates for trading operations, IT and the head of trading’s deputy |
| 22 | A customer’s CIO introduces the firm’s enterprise architect | IT and architecture engaged |
| 36 | Trading operations and the head of trading’s deputy answer the account executive’s questions | 2 more required roles engaged |
| 50 | The RFI goes to 10 vendors, this one included | 3 required roles engaged: the account counts as qualified |

In this illustration, 3 choices decide the outcome. The download changes a record instead of the MQL count, so the vendor knows which firms the consultant advises. The survey reaches a named account executive the same day, and the reply goes out the next day. The vendor reaches IT through a customer while the consultant builds the list, so it never needs the client’s name.

On day 50 the RFI goes to 10 vendors, inside the 1–3 month window, with this vendor on the list and 3 required roles engaged. ([Panelhop, 2026](https://panelhop.com/blog/get-on-the-long-list-score-consultants-as-influencers))

## Consultants belong in your account scoring, not your MQL count

We think a consultant should change how you score an account, never how many leads you report. At €25k and above, the buying group decides together, so one person’s downloads say little about whether an account will buy. A consultant’s downloads say even less, because they are researching for someone else.

Ignoring consultants is the opposite mistake. We think their questions are often the earliest sign that a selection has started. A model that drops them throws that signal away with the noise. Score their influence on the accounts they advise, and keep them out of the lead count.

That signal is only worth something if it reaches a named person the same day with an action attached. A vendor survey that waits a week in a shared inbox still marks a selection, possibly one you’re now too late for.

We don’t say MQLs are worthless at every deal size. Below about €10–25k, with a single buyer, a lead score on its own can still do the job. Above that, the account and its buying group are the unit, and the consultant belongs on that map as an influencer.

## How we do it at Panelhop

Panelhop is an account-based marketing (ABM) and GTM consultancy for B2B companies selling deals of €25k or more. In a Panel Check (GTM audit · 2–3 weeks), we rebuild your funnel from raw CRM records and set the baseline: how many recent MQLs were consultants, students or accounts below your deal-size floor, and how many RFPs reached you before anyone in the buying group was engaged.

Leak Fix (we build the fixes) then builds the account qualification model in your own HubSpot or Salesforce: the fit gate, a role on every contact, an influencer record for each consultant linked to the accounts they advise and routing that gives every selection signal a named owner the same day, with escalation. Signal Desk (in-market accounts, weekly) adds the accounts where a selection is starting, each with its buying group mapped and a brief a person has checked. Your reps make every first touch.

## Questions buyers ask about this

### How should lead scoring work when we sell to utilities and most leads can’t buy a $50k deal?

Score the utility before the person. Divide your annual deal value by the most any won customer pays per connection or meter: the result is the smallest utility that can carry the deal. Then give each contact a role, so consultants go to influencer records and students never become MQLs, and report qualified accounts instead of the MQL count.

### How do we find out which accounts a selection consultant is advising?

Start with public records: tenders that name or seek a selection adviser, the consultancy’s case studies and project roles posted at your target accounts. Log each link on the consultant’s record with its source and date. When the consultant contacts you, ask when the long list closes and what evidence they need, but don’t ask them to name the client.

### Do selection consultants count as part of the buying group?

Yes, as a role without a veto: map them on each account they advise, give them an owner and brief them before the long list closes. They never count toward the engaged roles that qualify an account, because they can’t buy. An account qualifies on its own people: 3 or more required roles engaged, including the budget owner or their direct report.

### Which buying signals show a selection has started before the RFI?

Watch for a published tender for selection consulting, 3 or more related project roles posted within 30 days, a new leader in the role that chooses and the incumbent product being sold or discontinued. The most direct is the consultant’s own vendor survey, briefing request or reference request. Route each one to a named rep the same working day, with one action and a due date.

### What should marketing report instead of MQLs when consultants shape the long list?

Report qualified accounts, accounts in play and the share of RFIs in your segment where you made the long list. Add the number of consultants briefed in the last 90 days and the hours from a selection signal to the rep’s first touch. These show whether you reach selections early, which an MQL count can’t.
