# No budget until next fiscal year? Qualify the funding path

> **The short answer:** Qualify the funding path in discovery and make it an exit criterion: the budget owner or their direct report engaged, a named source of funds and the date that source is decided, often a request deadline months before the new year. Deals missing any of them stay out of commit, so the slip shows early.

## Why does “no budget until next year” cost a full year?

Because next year’s money is decided before next year starts. The deal was forecast before anyone asked where that money would come from. A buyer who says “no budget until July” in October is describing a calendar. Next year’s budget is built from requests due months earlier, then approved before the year opens. A rep who waits for 1 July finds it already set. If the deal’s line isn’t in it, the next chance comes a full year later.

The interest was real, and it still wasn’t a decision. In a study of more than 2.5M recorded sales conversations, 40–60% of deals were lost to buyers who said they intended to buy and then didn’t act. ([Harvard Business Review, 2022](https://hbr.org/2022/06/stop-losing-sales-to-customer-indecision)) A CFO who likes the product belongs in that group until someone asks whose budget pays, from which line and when.

The usual advice answers the middle question: where the money might come from. We captured 2 AI answers to this objection: ChatGPT lists 6 funding routes, and Google’s AI Overview lists 3 “off-budget” mechanisms and 3 billing structures. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#why-does-no-budget-until-next-year-cost-a-full-year)) ChatGPT also has finance validate a route and keeps deals with “unqualified funding” out of near-term commit. Neither answer says when a person counts as engaged. Neither calculates a close date from the day the money is decided. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#why-does-no-budget-until-next-year-cost-a-full-year))

## A late budget objection is usually a stage-definition problem

We think a budget objection that surfaces after the demo usually points to the stage definitions rather than the buyer’s budget. The deal moved forward on interest because no stage asked for money. Three reasons make us read it that way.

First, forecast trouble is too common to pin on a few reps. In Gartner’s 2020 survey, only 45% of sales leaders and sellers had high confidence in their forecast accuracy. ([Gartner press release, 2020](https://www.gartner.com/en/newsroom/press-releases/2020-02-12-gartner-says-less-than-50--of-sales-leaders-and-selle)) When most sellers doubt the number, we look at what the stages test before we look at who sells.

Second, we don’t count one interested executive as a qualified opportunity. A CFO’s interest shows the problem is real. It says nothing about whose budget carries the cost or when that budget is set. Only the budget owner, or their direct report, can tell you that.

Third, the question is easy early and expensive late. Asked in discovery, it takes a few minutes and shapes the business case. Asked at quarter end, it costs the quarter. Benchmarks point the same way: across 655,000 opportunities, win rates were 55% higher when decision makers took part in the first 2 stages of the sale. ([Ebsta x Pavilion, 2025](https://benchmarks.ebsta.com/hubfs/V3%202025%20Benchmark%20Report/gtm_benchmarks_digital_report.pdf)) That is why we write the money question into the stage definitions.

## Make the funding path an exit criterion with 3 facts

The fix is a funding-path exit criterion: 3 facts on every deal before it leaves evaluation. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#make-the-funding-path-an-exit-criterion-with-3-facts)) Name the budget owner and ask the funding question before it leaves discovery.

1. **The budget owner, engaged.** The leader whose budget pays, or their direct report, has had a two-way exchange with you in the last 90 days. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#make-the-funding-path-an-exit-criterion-with-3-facts)) That means a call, a meeting or a written reply to a question you asked. A forwarded deck or the champion’s account of a meeting doesn’t count.
2. **A named source of funds.** A line the owner can point to, in this year’s budget or next year’s request. The usual sources are in the table below.
3. **The date that source is decided, with its basis.** A committee meeting, a reallocation review or next year’s request deadline, confirmed by the owner or their direct report. “After July” is not a basis.

| Source of funds | Who usually decides | When it’s decided | Record on the deal |
|---|---|---|---|
| Underspend in the owner’s own budget | The budget owner, within their signing limit | Any time, up to the limit | The line, the amount free and the limit |
| The budget of a service or contract the product replaces | The owner of that line | Before the old contract’s notice date | The contract, its end date and its notice date |
| A central strategic or transformation fund | The fund’s sponsor or committee | At the fund’s next review | The fund, its owner and the review date |
| A capital line with room this year | The capital committee | At its next meeting | The request deadline and the meeting date |
| A scoped first phase with its own success test | The budget owner | When the phase is agreed | The phase, its measure and when the rest is decided |
| A line in next year’s operating or capital budget | Finance, then the board, on the owner’s request | The request deadline, then budget approval | The line, the deadline and the approval date |

Next year’s budget is a source only once the deal has a line in the request and the request’s deadline is on the deal. That deadline, months before the year starts, is the date to work back from. Ask for it in discovery, then date the business case, the finance review and the owner’s sign-off before it. Miss it, and the deal waits for the following budget.

Record every review the spend waits for in the same way: a capital or value analysis committee, security and privacy, an AI governance committee. Each gets its chair, its meeting date and the evidence it asks for. Money can be approved and still wait on a review.

Billing structures don’t replace the 3 facts. Signing now and invoicing after the new year starts moves the invoice. The commitment is still made at signature, so whoever signs needs the authority to commit next year’s money. Use a structure once the owner, the line and the date are confirmed.

## Ask the funding questions in discovery, before the demo

The funding questions belong in the first or second meeting, while the champion is still shaping the case. The answers decide who you meet next.

- Whose budget pays for this, and from which line?
- Is money already spent on this problem: a service, a contract, overtime or agency staff?
- Who can move that money, and when do they next decide?
- What can the owner sign alone, and what goes to a committee?
- When are next year’s budget requests due, and who submits this one?
- Which reviews must approve the spend, who chairs each and when do they meet?
- What will finance test the case against: payback inside the year, a return hurdle or both?

Getting the owner engaged takes a plan. Ask the champion for one introduction, with a reason that serves the owner. Offer a short call on where the money would come from and what finance will test. Send someone who can answer a finance question, and date the call before the evaluation is designed. If the champion won’t make the introduction, the deal stays in discovery with that one task and a date.

## Keep unfunded deals out of commit: calculate the close date

Let the funding date set the close date, and let the CRM calculate it. The close date is the later of the funding decision and the last review the spend waits for. Add your median days from a funding decision to signature on won deals. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#make-the-funding-path-an-exit-criterion-with-3-facts)) Nobody types it, and every move carries a reason.

- **01. Discovery exit: Ask where the money comes from** The budget owner named, the funding question asked and every review the spend waits for named, with its chair.
- **02. Evaluation exit: Confirm the 3 facts** The owner or their direct report engaged in the last 90 days, the source named, its decision date confirmed and every review dated.
- **03. Commit: Let the date set the close** The later of the funding decision and the last review, plus your median days to signature, falls inside the quarter.
- **04. Every week: Requalify on any change** A moved date, a budget change or a confirmation older than 90 days takes the deal out of commit until it is confirmed again.

Three rules keep the forecast honest:

- A deal without a named source stays in discovery with one task: the budget owner’s answer, with a date.
- A deal whose calculated close date falls after the quarter is pipeline for that later quarter, never commit.
- A confirmation older than 90 days, a moved decision date or a budget change at the account takes the deal out of commit until the budget owner confirms again. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#make-the-funding-path-an-exit-criterion-with-3-facts))

Report funding-path coverage every week: open deals past discovery with all 3 facts confirmed, divided by all open deals past discovery. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#make-the-funding-path-an-exit-criterion-with-3-facts)) Beside it, show the commit value that rests on an unconfirmed funding path. The target for that number is zero. Sort the review by the value of deals missing a fact, largest first, and end it with the next fact to collect, its owner and its date.

Requalify the deals already in commit the same week, one at a time. Those with all 3 facts stay. Those funded from next year’s budget move to the quarter their close date falls in. Those with no named source go back to discovery. The forecast drops once, with reasons, and stops slipping at every quarter end.

Set the baseline before the change. Count last year’s deals that met a budget objection after the demo and how far each close date moved. Report both each quarter beside funding-path coverage.

## The funding path worked through at a health system

On one deal, with a fictional vendor, system and numbers, the rule turns “no budget until July” into 2 dated closes. A patient access vendor has a €240k-a-year deal with a 6-hospital system whose fiscal year starts on 1 July. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#the-funding-path-worked-through-at-a-health-system)) On 20 October 2026 the CFO likes the platform but says there is no budget line until July 2027. The deal sits in Q4 2026 commit. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#the-funding-path-worked-through-at-a-health-system))

Asked in the next call, the funding questions find the budget owner: the VP Revenue Cycle, who answers the vendor’s questions in person. The platform’s first phase replaces a €150k-a-year eligibility service whose contract ends on 31 March 2027. A new contract above €100k needs the finance committee, next meeting 12 January 2027. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#the-funding-path-worked-through-at-a-health-system)) The other €90k needs a line in next year’s budget request, due 12 February 2027, which the board approves on 17 June 2027. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#the-funding-path-worked-through-at-a-health-system)) Security and privacy review, 1–4 months at a health system by our estimate, is booked to end by 15 January 2027. ([Panelhop, 2026](https://panelhop.com/industries/healthcare/patient-access-front-office-automation))

Both requests will be judged against a return hurdle: among providers and payers with a formal threshold, the most common is 3.0–3.9× the investment. ([Bain & Company and KLAS Research, 2026](https://www.prnewswire.com/news-releases/healthcare-it-investment-stays-resilient-despite-saaspocalypse-fears--bain--company-and-klas-research-302887035.html))

Add the vendor’s median of 35 days to signature. The €150k first phase closes on 19 February 2027, and the €90k rest on 22 July 2027. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#the-funding-path-worked-through-at-a-health-system)) Q4 commit loses €240k; 2027 gains €150k of Q1 commit and €90k of Q3 pipeline. Had nobody asked, the February deadline would have passed and “July” would have meant July 2028. ([Panelhop, 2026](https://panelhop.com/blog/no-budget-until-next-fiscal-year-qualify-the-funding-path#the-funding-path-worked-through-at-a-health-system))

Take a fictional ambient documentation AI that won a CMIO’s verbal yes in May, then went to the AI governance committee. A CMIO’s yes is often not the AI decision: 29% of CMIOs hold primary accountability for their organisation’s AI initiatives. ([WittKieffer and AMDIS, 2025](https://api.wittkieffer.com/wp-content/uploads/2025/06/wittkieffer-amdis-2025.pdf)) Name the committee at discovery, with its chair as a required seat, an owner on your side and its decision date on the deal. Guidance from the Joint Commission and the Coalition for Health AI suggests members from executive leadership, compliance, IT, safety reporting, clinical and operational leads, cybersecurity and privacy. ([The Joint Commission and Coalition for Health AI, 2025](https://digitalassets.jointcommission.org/api/public/content/dcfcf4f1a0cc45cdb526b3cb034c68c2)) It also tells health systems to ask vendors how a tool was validated for its intended use and how bias was evaluated, so send that evidence before the meeting. ([The Joint Commission and Coalition for Health AI, 2025](https://digitalassets.jointcommission.org/api/public/content/dcfcf4f1a0cc45cdb526b3cb034c68c2)) Many committees are still forming, so ask at every account. ([Healthcare Financial Management Association and Eliciting Insights, 2025](https://www.hfma.org/press-releases/health-system-adoption-of-ai-outpaces-internal-governance-and-strategy/))

## How we do it at Panelhop

In a Panel Check, our 2–3 week GTM audit, we trace where your deals met a budget objection and how far each close date moved after it. Check D1 scores whether the CRM enforces stage exit criteria, and check D3 scores the share of open deals whose close date moved 2 or more times. ([Panelhop, 2026](https://panelhop.com/blog/credit-union-champion-reach-ceo-cfo#a-deal-with-fewer-than-3-engaged-seats-is-single-threaded))

In Leak Fix, where we build the fixes, we add the 3 funding-path facts and the reviews to every deal as required fields, calculate the close date from the funding decision and put funding-path coverage into your weekly pipeline review. Every number is reported against the baseline the audit set.

## Questions buyers ask about this

### What if the budget owner won’t meet us before the business case?

Then the deal isn’t qualified yet, however keen the champion is. Keep it in discovery with a single task: the introduction, with a date. Offer a short call on where the money would come from rather than a demo; a written reply from the owner’s direct report also counts.

### Does deferred billing get round “no budget until July”?

It moves the invoice. A contract signed now still commits next year’s money, so whoever signs needs the authority to commit it, and the funding path still needs its owner, its line and its decision date. Use the structure once those are confirmed.

### Our AI got a verbal yes from the CMIO, then the AI governance committee took over. How do we get it into the deal earlier?

Name the committee in discovery: ask who chairs it, who sits on it, when it meets and what evidence it asks vendors for. Make the chair a required seat with an owner on your side and an engage-by date before the evaluation ends, and put the committee’s decision date on the deal so the close date waits for it. Send your validation and bias evidence ahead of the meeting.

### How early should we ask about next year’s budget?

In discovery, whatever the month. The date that matters is when next year’s requests are due, often months before the year starts, so put that deadline on the deal and work back from it. The business case, the finance review and the owner’s sign-off all have to land before it.

### What if there really is no money until the new year?

Then plan the deal into next year’s budget and take it out of this year’s forecast. Get its line into the request before the deadline, and put the deadline and the approval date on the deal. A dated path into next year’s budget beats a place in commit that rests on hope.
